End-user guidance

If a company, entity, or person appears on one of the following lists, in an export or reexport transaction, it may indicate a strict export prohibition; specific license requirement, or the presence of a “red flag.”

Consolidated Screening List 

The Consolidated Screening List is a searchable and downloadable file that consolidates export screening lists of the Departments of Commerce, State, and the Treasury into one spreadsheet to assist in screening potential parties to regulated transactions. If the potential match is from the consolidated list, please follow the detailed instructions on the Consolidated List homepage to determine what list the potential match is from and under what government agency’s jurisdiction.

Entity List

The "Entity List" is a U.S. government compilation of foreign individuals, companies, and organizations deemed a national security concern, subjecting them to export restrictions and licensing requirements for certain technologies and goods.

Denied Persons List

A list of individuals and entities that have been denied export privileges. Any dealings with a party on this list that would violate the terms of its denial order are prohibited. See Section 764.3 of the EAR.

Military End Use and Military End Users

You may not, without a license, export reexport or transfer (within country) an item in Supplement No. 2 to Part 744 of the EAR to a military end use or a military end user in Burma, Cambodia, the People’s Republic of China, or Venezuela.  A non-exhaustive list of military end users in these destinations is provided Supplement No. 7 to Part 744 of the EAR.  

Any item subject to the EAR destined for a military end use in Russia or Belarus requires a license.  Any item subject to the EAR requires a license when destined to a Russian or Belorussian military end user in any location if listed in Supplement 4 to Part 744 and identified with a footnote 3. This is a non-exhaustive list for military end users within Russia and Belarus.

Military-Intelligence End Use and End Users

You may not, without a license, export reexport or transfer (within country) an item: 1) for a military-intelligence end use in Belarus, Burma, Cambodia, the People’s Republic of China, Russia, or Venezuela, or to a country listed in Country Groups E:1 or E:2 in Supplement 1 to Part 740; or 2) to a Belarusian, Burmese, Cambodian, Chinese, Russian, or Venezuelan military-intelligence end user, or a military-intelligence end user of a country listed in Country Group E:1 or E:2, wherever they are located.

A military-intelligence end user is defined as any intelligence or reconnaissance organization of the armed services (army, navy, marine, air force, or coast guard) or national guard.

Unverified List

A list of parties whose bona fides BIS has been unable to verify. No license exceptions may be used for exports, reexports, or transfers (in-country) to parties on the Unverified List. A statement must be obtained from such parties prior to shipping items not subject to a license requirement. See Section 744.15 of the EAR.
