Information Systems Technical Advisory Committee (ISTAC)

The ISTAC’s primary focus is to advise the Office of the Assistant Secretary for Export Administration on export controls relevant to electronic (CCL category 3), computer (CCL category 4), and telecommunications and “information security” (CCL category 5) commodities, software, or technologies involving: 

  • Technical specifications and policy issues relating to those products and systems
  • Worldwide availability of products and systems, including quantity and quality of foreign availability thereof, and actual utilization of production technology
  • Revisions of the CCL as well as proposed revisions of multilateral controls in which the United States participates 

The ISTAC evaluates and comments on data and other information available from the Department, other reliable sources, and members own experiences. The ISTAC provides advice to the Department with respect to these matters. In this respect, the ISTAC is forward leaning, focusing on the use of technologies and projecting their likely effects on the future for national security, the U.S. defense industrial base, and the overall health and competitiveness of the U.S. economy. In doing so, the ISTAC may work with the Emerging Technology Technical Advisory Committee (ETTAC).
