Industrial Base Assessments

The Office of Strategic Industries and Economic Security (SIES), Defense Industrial Base Division (DIB) utilizes its unique designated authority to conduct surveys and assessments of defense-related technologies, and to monitor economic and trade issues vital to the U.S. industrial base as specified in congressional mandates and executive orders. DIB’s capabilities are leveraged through partnerships with a wide range of defense and civilian federal agencies, industry associations, state and local governments, and universities. 

DIB conducts primary research and analysis of critical technologies and industrial capabilities of key defense-related sectors. The office uses industry-specific surveys to obtain essential employment, financial, production, research and development, export control, and other data – information unavailable from any other source. 

The final reports provide findings and recommendations for government policymakers and industry leaders. The studies are conducted in cooperation with experts from the private sector and other government agencies. 

The goal is to enable the private sector and government agencies to monitor trends, benchmark industry performance, and raise awareness of diminishing manufacturing capabilities. Customers for these reports include the Armed Services, Congress, and industry associations. 

Ongoing Assessments

Defense Industrial Base Barriers to Entry Assessment 

In partnership with the U.S. Department of Defense’s Industrial Base Policy (IBP) division and Industrial Base Analysis and Sustainment (IBAS) program, SIES is conducting an industrial base survey and assessment on the qualification barriers influencing the health and competitiveness of the U.S. defense industrial base (DIB). 

The assessment will inform modifications to the Defense Federal Acquisition Regulations (DFAR) necessary to attract and retain businesses and other organizations to the DIB. The study’s findings and recommendations will inform DFAR proposals needed to increase DIB participation, and ultimately DIB production capacity. The resulting data will allow IBP/IBAS to develop qualification standards necessary to reduce barriers to entry and improve industrial participation in the DIB. 

 

U.S. Active Pharmaceutical Ingredient Industrial Base Assessment

SIES is assessing the U.S. Active Pharmaceutical Ingredient (API) industrial base in partnership with the Department of Health and Human Services’ (HHS) Center for Industrial Base Management & Supply Chain (IBMSC). The assessment will provide IBMSC with data-driven recommendations that may include identifying opportunities for increased collaboration between the U.S. Government and industry as well as U.S. allies and partners to ensure the availability and security of the U.S. API supply chain in the U.S. and abroad.
