Web-DESI allows users to submit Chemical Weapons Convention (CWC) declarations and reports for Schedule 1, 2, and 3 chemicals and Unscheduled Discrete Organic Chemicals electronically in a secure internet environment.
Web-DESI allows users to:
- Submit declarations or reports
- Copy a previously submitted declaration or report to create a new declaration or report
- Amend a previously submitted declaration or report
- View declarations or reports previously submitted by a plant site
- Print a copy of declarations or reports
- Receive confirmation of BIS receipt of your declaration or report
Gaining access to Web-DESI
You may obtain access to Web-DESI by sending a Certification Letter to BIS entitled "Electronic Declaration or Report Request" on your Company's letterhead; to include the title and signature of the owner, operator or senior management official certifying each user’s authorization to obtain a Web-DESI account.
Each individual accessing Web-DESI will have their own account with assigned user privileges and must have signed the "Electronic Declaration or Report Request" certification letter. Each facility, plant site or trading company will be assigned a USC password used in conjunction with its US Code Number which will be shared with its authorized Web-DESI users. Users must submit a separate certification letter for each facility, plant site or trading company that has a USC Number.
The privileges that a user may be assigned are:
- View: Ability to view declarations or reports that are in process or completed
- Edit: Ability to view, create and edit declarations or reports
- Edit /Submit: Ability to view, create, edit and submit declarations or reports

Users must not:
- Disclose their account information to anyone except BIS (including supervisors or coworkers);
- Allow another person to use their account (including supervisors or coworkers);
- Use the account following termination of his/her authorization by the applicant facility, plant site or trading company.
Electronic submissions
Electronic submission of a declaration or report constitutes an official document as required under Parts 712 and 715 of the CWCR. Such submissions must provide the same information as written CWC declarations or reports and are subject to the recordkeeping provisions of Part 721 of the CWCR. The facility, plant site or trading company and Web-DESI user submitting the declaration or report will be deemed to make all representations and certifications as if the submission were made in writing by the facility, plant site or trading company and signed by the owner, operator or senior management official of the company. Electronic submission of a declaration or report will be considered complete upon transmittal to BIS.
Removing user access
Facilities, plant sites or trading companies should conduct periodic reviews to ensure that authorized individuals are only those whose current responsibilities make it necessary hold Web-DESI accounts.

Third party electronic submission
BIS permits third parties to submit declarations or reports on behalf of facilities, plant sites, or trading companies via Web-DESI. Note that a separate certification letter is required for each facility, plant site or trading company that the Company represents.
